Welcome to the Kitsap Public Facilities District

The Kitsap Public Facilities District (KPFD) is an independent municipal corporation managing Washington state sales tax rebate funds allocated to Kitsap County. It partners with other public entities (Cities or the County) to build public facilities for the benefit of the residents of the County and to generate revenue for the County through taxes and use fees.

All facilities are funded based on four guiding principles:

  • #1 – Promote economic development
  • #2 – Ensure efficient use of public sales taxes
  • #3 – Be innovative and meets the needs of the community
  • #4 – Allow for multi-use purposes and made available to the public

The initial facilities selected to receive funding from the KPFD included:

Funding Through 2041 Provides New Opportunities For Community and Economic Development in Kitsap County.

In 2016 & 17, the Kitsap Public Facilities District worked alongside state-wide PFDs to lobby for an extension of the original legislation allowing sales and use tax rebates to be utilized for construction of public projects.  The original legislation was set to expire in 2025.

In July 2017, WA State Bill EHB 1201 became law, allowing PFDs to continue receiving sale and use tax rebates through 2041.

KPFD’s revenue stream allows funding of construction bonds for new capital projects across the County and surrounding communities.

The Cities of Poulsbo & Port Orchard Envision New Regional Centers

In an ongoing effort to support community needs and draw tourists from across the region, the Kitsap Public Facilities District has allocated funds for two new regional centers in Kitsap County. The Poulsbo Event & Recreation Center and the Port Orchard Community Event Center are multi-use facilities that will include conference rooms, meeting space, community gathering space, sports facilities, and more. Both facilities will offer exciting new opportunities for participants of all ages to gather, learn, and recreate together.

KPFD Event Fund

Fund awards range from $500 to $5,000 for promotion and marketing of events held in one of three KPFD financed facilities – Kitsap Conference Center, Kitsap Fairgrounds and Events Center, and the North Kitsap Regional Event Center. Fund award decisions are competitive.
